The ATMS Project was launched in 1989 as a joint initiative of the United Nations Development Programme (“UNDP”), the International Finance Corporation (“IFC”) and the African Development Bank Group (“AfDB”). The main objective is to assist African businesses to become more competitive by seconding experienced expatriate managers and simultaneously supporting training to upgrade management skills of local successor managers, the lack hereof having been considered as one of the main causes for weak performance of enterprises in the African continent. The ATMS Project is structured as a UNDP Regional Project, while the IFC acts as the Executing Agency and AfDB as the Regional Cooperating Agency, supported by the African Governments. The project comprises of two interrelated components: AMSCO BV and the ATMS Foundation, whom are responsible for the operational implementation and funding support of the Project respectively.
